President Pershing possibility?

You'll have to explain how Blackjack Pershing supporting Robert Goddard's research leads to a Pershing White House. I would think that if he was going to run, it would be on his war record. After all, he commanded the American Army in France during World War I and was responsible for defending the Mexican-American border against bandits before that.
Well, didn't he already have support from the public? If he finds and integrates a weapon that proves extemrly heklpful to the USA, I think he has a good chance.

well, "Black"jack, wouldn't get the Democrats to nominate him, so GOP, I don't really see him as a laissez-faire kind of guy, Democrats more likely to go with John W. Davis than James M. Cox in TTL

No. The POD is Pershing, finagling support of Robert Goddard's rocket research into a a run at the White House, which doesn't make sense because if he was going to run, it would be on his war record.
Let me explain.
Adolph Ochs is born three seconds later ITTL, leading to him supporting Robert Goddard's rocketry research in 1920, leading to Pershing implenting rockets in the US Army!
Now, could, not vital to the TL, Pershing be elected as President due to butterflies?

There was a pretty foolish aspect of the Red Scare that claimed Commies were overrunning Mexico. Thankfully the public sobered up.

I intend to write a TL, okay? In it, Adolph Ochs is born three seconds later than OTL. He then supports Goddard instead of downing him in 1920. The US military then takes notice and begins to work on rockets.
Now, my question is, how could the USA annex parts of Mexico and create a puppet state without going back to far for the POD?

Why not a peaceful annexationist movement? Mexico gets sent down the shitter economically, politically, socially, and America comes in bailing them out. Mexican annexationist movements become much more popular, leading to a union between the two countries in the late 30's ala Anschluss?
