On February 15th 1933 Zingara aimed at FDR, but shot Anton Cermak, who died after a couple of weeks. I have seen threads where Roosevelt is killed. This is a thread where FDR is wounded but survives, and Cermak also survives his wound.
For several weeks FDR hovered between life and death. On innaugaration day he seems to be out of danger, but there is no telling when he will be able to assume his duties. So on March 4th, he is sworn in from his hospital bed, and resigns the same day. Garner is president, but within a few months, Roosevelt will recover sufficiently to give him advice. The hundred days is delayed, but most of it is adopted. Because the NRA isn't passed, there is less of a problem with the Supreme Court. Also social security is not enacted.
Garner was thinking about resigning and letting FDR take over. But there was nothing in the constitution to allow it. Since Garner did not have a vice president, the secretary of state would take over if he resigned.
Going into 1935 Huey Long also survives his wound. In 1936 Garner declines to run and lets FDR run in his stead. Since Roosevelt is not the incumbent, long decides to run also.
