President Biden in 1988?

Yup, it's possible.

So, he was considered one of the potential front runners...but he just HAD to plagiarize a speech from some British guy. Let's say he either doesn't plagiarize or nothing comes out-can he win the primaries? If so, can he beat Bush?
 
Of all people, he had to plagiarize from Neil Kinnock, the man who'd just gotten curbstomped by Thatcher the previous year. He also plagiarized from RFK as well. But no, Biden would not have been able to win the primaries because he had no real base. Gephardt was Big Labor's candidate and WWC was (and still is) Biden's strongest constituency. Nor would he get the VP slot.

I wonder if you move the PoD back some and 1988 plays out differently then it might be plausable.

This. Incidentally, I've long found the idea of a Gephardt rise to the presidency in the 1980's or early 1990's because of his early social conservatism paired with his views on labor and trade issues.
 
Was Biden a gaffe machine back then? If so, then Bush and Atwater would have a field day.

Unfortunately that fails to meet the OP's criteria, which are under OTL circumstances. Under OTL circumstances that map is ASB when paired with Biden.

I generally think that Biden would've lost in 88', but not by the margin that Dukakis lost. I think biden could've gotten at least 180 EV's.
