This is sort of a broad, political science type question, but I think the answers would bear on what ifs about many, many countries if we consider how they would do with a different foreign policy.

Obviously, neutral countries were safer from losses in war they themselves started, so let's exclude those from consideration.
 
I'm not quite sure i get the question, but one only look to the way Britain violated the trading rights of other nations in teh 18th century who were "neutral."

Bad question since the variable is not an important variable. The strongest correlation is between number of wars and number of neighbors. So if one thinks of you have an X% chance of getting into a war with each neighbor each year, one is much closer to the truth than asked in your questions.
