Lets say that for whatever reason, the Spanish government accepts the Treaty of Cordóba in 1821 and recognized Mexico as an independent state.

Lets also assume that Ferdinand VII does not accept the throne for himself, but rather places a relative on the throne. There were several possible candidates, including both Infante Carlos (a terrible choice IMO considering his extremely reactionary political stance) and Infante Francisco. Several other European princes were also approached by the Mexican authorities.

My main question is this: Who would be the ideal candidate for the Mexican throne in order to steer it towards a stable constitutional monarchy and make it an attractive place for immigrants from Catholic Europe?
