Post-WWII Germany in a better situation?

How could you make it so Post-WWII Germany remains a single country, more independent from both the URSS or US, and not disarmed?

I guess it could be so if Germany surrendered in 1944 before the Allies breached throught it's core territory, maybe with a coup against Hitler or something similar.
 
Disarmament is going to happen. There's no avoiding it. Two World Wars is enough, and you're going to need Soviet support more than anything else for unification, which won't happen if Berlin starts rearming.

Unification and neutrality is easier, simply have better relations between the USSR and USA. Instead of Khruschev, have Lavrentiy Beria take power. He still had significant amounts of support until the end, and had pursued more liberal policies than Khruschev, especially in relations to non-Russian nationalities and the puppet states. There was the possibility that he would've traded East Germany for aid in reconstruction from the US, had he controlled the SU.
