Post-Independence Egypt Owns Sudan, Does The Dam Get Built There?

Let’s say if Egypt managed to gain control of the Sudan somehow from the British. Could they build the dam somewhere in Sudan instead of the OTL location of the Answam Dam? Would it work? And what would happen? Is it that much different from the OTL dam?

Assume you are talking about the Aswan High Dam. Before Egypt threw out its monarchy, Harold E. Hurst was proposing the Nile Valley Plan which projected dams in Sudan rather than Egypt. One of the biggest advantages of dams in Sudan was the much lower evaporation rate. Since the dams are much further upstream, you'd still have some flooding downstream and some sediment flow would continue to help fertilize Egyptian lands and maintain the Nile Delta.

Yeah I’m talking about that. And that’s an interesting plan. Although I would imagine how Sudan is affected by this.

In which part of Sudan exactly?
 
The article I read just mentioned Hurst's name and the title of the proposal and discussed the issue of evaporation in northern Sudan and southern Egypt, unfortunately, it didn't provide any details on location. I'd imagine though the dams would be in what is now South Sudan, areas where the evaporation rates would be lower.

Are you referring to Egypt getting all of Sudan or Sudan minus South Sudan via a different Juba Conference?

If the latter it would be fascinating to see Egypt vulnerable to the dam projects of both South Sudan (plus Uganda if part of latter) and Ethiopia, as a way of providing a counterbalance to Egypt's gaining the resources and population of OTL Sudan as well as stability and status amongst the Arab nations.

Will Ethiopia attack southern Sudan? To prevent this from happening?
What would most Sudanese think of being an Egyptian colony?

I guess it depends on either scenario.

Also I would imagine what the Arab Sudan part would do in this case depending on if it was part of Egypt or independent.
