Post-Apocalyptic Nuclear TL

I've been thinking about doing an post-apocalyptic Nuclear Warfare TL(like an realistic Fallout universe), but I'm having troubles with the PoD, I'm thinking 80's but feel free to elaborate.
 
You could always copy the PoD of 1983:Doomsday, or maybe the Soviet-American tank stand off in 1961, or the Yom Kippur War spiralling out of control.

1946: Canada Develops Nuclear Weaponry.
Most butterflies aren't really flapping yet. However, with maybe more nuclear scientists divided the major butterflies are some differences in security around the people who got the Soviets the tech needed. So, by the Korean War the only nuclear nations are Canada and the USA. Without fearing USSR's retaliation just yet, these weapons are used in the conflict. Korea is forced back into the Status Quo. However this leads to a much more... liberal use of nuclear weapons. Before long ICBMs are being thrown because of the NATO intervention in the Chinese Civil War Redux and although the USSR doesn't have enough nukes they (as well as China) have enough chemical and biological weaponry to finish the job.

No but there were many times in the Cold War when it could have happened accidentally.

Also Canadian Nukes arent ASB, Canadian nukes 1 year after the first nukes are.

The Quebec Agreement can be easily changed. You have the UK and USA signing a treaty in Canada about Nuclear Weapons. Perhaps the bargaining goes a bit differently after someone gets.... hit by a cab?;)

Or how about the idea that many Canadian Scientists working on the project might advise their colleagues into getting Canada the bomb in order to maintain a separate peace-maintaining power?

Or, we could just you know, use Chalk River, the first non-US nuclear power plant in the world and get original research done quickly.
