Post-ACW expulsion of former black slaves

Inspired by certain comments in the time travel ASB thread. What if Abraham Lincoln or his successors decided that it was best for America if the Black Africans were expelled from the United States and sent back to Africa? What would the long term consequences of this be for the United States, and what would the fate of the former slaves be? How would they adapt to life in Africa, when most had never even set foot there?

As a programme, it would be pretty much genocidal. American blacks would drop to tropical diseases like flies, especially if they are just dumped in their 'homeland' without enough supplies and funds. European ideas about African ahgriculture in the 1860s and 1870s were pretty woeful, so even if they come with gear, it'll be next to useless.

But the settlement would, of course, prosper simply because the freedmen will have books, guns, and whisky. The survivors very likely will manage to set themselves up as colonial overlords over some stretch of coast and push inland.

I wrote about a Congo freedman settlement program a few years ago, but the idea was that it was (more or less) voluntary and a bit later
