Post 1848, what regions of the world could become as wealthy and stable like Europe/Northern America

Wealthy and stable in the sense that most countries are at peace and have people that are mostly middle class and are also a big market for trade. People are educated.
 
East Asia, obviously, since parts of it are there already, and others are getting there. Latin America is in the same boat, for the most part. The real question is who can't, and that's at least partially dependent on circumstances, which could vary wildly with a 1848 POD. Gabon's GDP per capita is on par with Brazil and Romania, for instance.

Well, how would the world change if those areas of the world reached such a height. Like, how would Americans perceive Latin America? Would they be able to spread pop culture like South Korea and Japan have been able?

Latin America, the Horn of Africa, East Asia, possibly Southeast Asia and the Middle East would be my guesses.

Stable today, like Canada/ Australia. Europe isn't exactly stable right now, but that's do to outside influence, but you guys know what I mean.
 
Maybe, not but what would you consider the richest parts and most peaceful parts of the world. After thinking about that, try to find other areas that can become like those countries in terms of development and peace( at home like no full scale wars with combat at home).

Like people Today wouldn't say Europe is exactly stable due to various crisis like the eurozone, UK withdrawal from Eu, terrorist etc. Outsider influence is like Isis, and the middle East , which are kind of Americas fault, but that's beside the point. Let's focus back on the subject. But, before that who does it sound like I am xenophobic to?

China is at peace. (Almost every country in the world is 'at peace', and the Chinese police state kinda forces peace on the country)

It has a huge market for trade.

Most people are educated - the literacy rate is 96.4%.

68% of China earned 60,000 to 229,000 renminbi ($9,000 to $34,000) a year in 2012 (it's probably gotten better since then, considering that research has suggested that by 2022, 75% of China will be in that range. I'd count that as decently middle class.

The definition applies to a lot of developing nations (China is a developing nation).

Sorry if I sounded antagonistic, I was really tired (which isn't a good excuse...)

Anyways, I don't know much about the cost of living in China, but each country has it's own different cost of living, depending on taxes, prices, etc. It's possible that the cost of living in China is a lot cheaper than in America, though considering the tax rate, maybe not. I don't claim to be an expert on China (I googled most of those stats I mentioned haha)
