Post 1700, what's the earliest that a Jewish state in the Middle East can be established?

Bonus points if the Jewish state uses a revived Hebrew like OTL Israel.

I suppose that this would need an earlier post 1700 Ottoman collapse, so I suppose that would be a bonus question as well.
 
You mention the year 1700. Should this be considered the earliest possible POD? The question could be answered by simply avoiding that the Jewish state disappears at all. On the other hand, even if you have a POD that butterflies the Roman Empire, it is of course likely that a state in such a geographical position would be conquered by one empire or another sooner or later.
 
A religious revival movement of somesort that ends up being very popular among the 18th century Jewish community could make resettlement in the Palestine region it's goal. Especially with a weaker Ottoman empire.
 
Original Zionist proposal was to the Ottoman Sultan for an autonomous Jewish state that would be perpetually neutral without an army, in fact instead of an army it would have mandatory service in a Peace Corp/Red Cross type service where the Jewish population would go around helping in earthquakes, natural disasters and the like.
