Possible the Turteledove's "Holy Alliance"?

I'm reading "The two Georges" of Turtledove & Dreyfuss,and like it very much.
My question is would have been possible,in XVIII century (or in a early XIX century timeline without French revolution) a "personal union" http://en.wikipedia.org/wiki/Personal_union between Kingdoms of France and Spain under a single Bourbon dinasty,like the "Holy Alliance of the book?
 
Given that a war was fought less than 100 years earlier to stop exactly this, I would say low to never.

The Brits and Prussians could never allow such an event.

the only time france and spain couldve being unified in union under a single monarch was with Felipe V if he had won the war of spainish sucession...after that would be impossible
