Is it possible to have a post Industrial Revolution POD after 1900 that by 2015, global average temperature levels are significantly lower than they are today, and more on par with at least the 1900s-1950s levels, if not 19th century levels?

If we're concentrating on the last decade: I have no idea of knowing whether China's crazy growth in the 2000s doubled the impact of the OTL climate. Neither would I have any idea if a Gore win in 2000 and earlier Australian Labor victory would lead to a tougher Kyoto Protocol with more teeth than OTL. And then there's 9/11, which may or may not still happen, distracting everyone's attentions elsewhere for an entire decade. Without 9/11, there may be more scrutiny on China's emission levels.

Though climate change is more affected by butterflies in the science side than the politics side, so I have a feeling a much earlier POD is required than just 2000.
