Possibilities for a British ICAC?

I've heard that one of the reasons for the success of the ICAC in Hong Kong and CPIB in Singapore were because of there good colonial institutions, so is there a possibility for an effective anti-corruption agency for the country where there institutions originated from?
 
Either that or the situation arises from engrained systemic, deep rooted corruption within the political, financial and economic establishments that it’s only way to restore faith in the system.

The UK is quite high (good) on the Corruption Perceptions Index, but there are plenty of individual scandals to act as a catalyst over the years, but generally it takes endemic corruption such as that seen in Australia particularly in Queensland, New South Wales and Victoria before the 1990s get something like ICAC
