What remained of the royalist army retreated, and while Juan de O’Donoju was cornered in the fortress of San Juan de Ulúa,[17] he hastily negotiated a treaty with Iturbide, called the Treaty of Córdoba.[14] Similar to the Plan de Iguala, this document guaranteed autonomy for New Spain within the Spanish Empire under the Bourbon dynasty. This successor state would invite Ferdinand VII to rule as emperor or, in default, his brother Don Carlos. If both refused, a suitable monarch would be searched for among the various European royal houses. In the meantime, a regency would replace the viceroy. All existing laws, including the 1812 Constitution, would remain in force until a new constitution for Mexico was written.[11]

He even had credible plans for the reconquest of the old colony. For these reasons, no European noble would accept the offer of a Mexican crown. Inside Mexico itself, there was no noble family that the populace would accept as royalty
So WI -- Both Ferdinand & Carlos decline - but due to problems in Spain -- can't keep other Houses from expressing interest.

I suspect that even if a candidate could be found, somehow Iturbide would still want to set himself up as emperor. Plus,enough followers of Morelos were still floating around that a European ruler would have been too much of a bitter pill to swallow. Iturbide may not have been what they really wanted, but at least it was a beginning.
 
Ferdinand still wanted to reconquer Spain at that point, so no European House wanted to antagonize him. So no one took up the offer, which is why Iturbide took the crown as a last resort.

I think the Idea of Mexico remaining an Empire with CA included is Neato. Except I don't know enuff about Europe's Noble Families.
 
Maybe a minor German prince? It was typically the norm in the 19th century: Belgium and Bulgaria imported princes from the House of Saxe-Coburg-Gotha, Romania had a king from the cadet branch of the Hohenzollerns, Greece was briefly ruled by a Bavarian prince before being replaced by a Danish one. The only problem is the Prince would have to be agreeable to all the Great Powers. Spain is going to oppose nevertheless, but if he has support from France and Britain, it should suffice. But France, in the Restoration period of Louis XVIII and Charles X, had close relations to Spain. After all, Louis XVIII sent troops to quash the liberal revolt in 1820.
