Portugal a Superpower?

Having a scan through the Genocide with regards to natural resources Cape Verde, Guinea-Bissau, and Goa along with its dependencies Daman and Diu all seem to be dead losses. However Cabinda has large oil reserves, as does Angola, Mozambique has large deposits of gas and coal, and Timor has oil and gas deposits. Does anyone have any idea how exploitable they might be with the technology and commodity prices of the 1950s? Some of the closer to shore Cabinda oil fields, the onshore Angolan deposits, and the coal in Mozambique all look like they might be doable, but I could well be wrong. It wouldn't be enough to make them a superpower but might provide enough funding to maintain the overseas links they had.
 
What if they start their colonial empire a century earlier and spray settlers everywhere? Like they just start sending people by 1500 in large numbers to both America's temperate regions and South Africa in 1500, and Australia/New Zealand in 1700? Their settlers might have a higher life expectancy in those places than Brazil.
