Population of Taiwan-Hainan RoC

Today some 14% of the Republic of China are or are descended from people who came over due to the Chinese Civil War.

Hainan has a landmass that is 98.3% the size of Taiwan, but has a population 39% the size of Taiwan. Hainan is also much less mountainous, meaning there's more room for urban buildup and more room for agriculture to sustain the overall population in both Taiwan and Hainan. Hainan is also closer to the mainland, which makes me think there'd be more illegal migration over time - especially if Hainan industrializes in a similar fashion as Taiwan did.

The RoC might be able to take in more Chinese migrants from southeast asia than OTL. Chinese from Malaya introduced rubber trees to the island OTL in the early 20th Century. Many of the persecuted Vietnamese and Indonesian Chinese might go to Hainan and Taiwan TTL rather than China.
 
Might be able to get up to 40 million in that case, since it'd be a lot easier for refugees from Guangdong to show up, not to mention SE Asia.
 
Hainan is also much more receptive to Communism than even the Mainland and in such a manner that is not possible on Taiwan because the Japanese suppressed Communism during the colonial period. (Lest we forget, the Maoist-era ballet Red Detachment of Women (紅色娘子軍) is set on Hainan during the pre-Pacific War period of the Chinese Civil War.) So much like the Mainland in general but even more so in the case of Hainan because of its backwater status, you'd need to really make major changes on the ground that would make the ROC palpable for the Hainanese. The ROC would also need to hold to as much of Guangdong province as possible to as to provide some form of a land bridge between Taiwan and Hainan as well as a foothold on the Mainland.
