While reading about the Zabern affair (https://en.wikipedia.org/wiki/Zabern_Affair) I was really struck by the Reichstags powerlessness to hold the Cabinet accountable. It also marked a challenge to the militarism of the Prussian military establishment.

It seems to me that the Reichstag was determined to assert its own power, especially following Zabern, and I've seen many times on here talking about eventual democratization of the German Empire but if this incident showed us anything it's that the Kaiser and his Army were not going to be willing partners in that democratization.

So basically what I am asking is whether A) Could the pre-war political system in Germany remain in place if the German Army is prepared to defend it? B) Was Germany moving towards potential revolution regardless of the Great War? C) Does anyone actually think Kaiser Willy is going to be happy to hand over political power to the German left?
