Pol Pot Stays in Power

Pol Pot was one of the most ruthless dictators in the 20th century. He killed 21% of his own people, in the span of 4 years. He was removed from power after Vietnam invaded over a dispute over who owned the Mekong Delta.

Say Vietnam doesn't invade and Pol Pot doesn't start anything. What happens in Cambodia? How much worse can the terror there get? What will the population be when everything is all said and done? Pol Pot didn't die until 1998 OTL and if he continued killing people at the same rate he had, there would be nobody left in Cambodia by the time he left office.

When the dust has settled, Cambodia finds itself a husk of state, largely partitioned between the competing regional players of Thailand and Vietnam.
