PODs for early 70s marijuana decriminalization in U.S.?

Fabric industry gets fed up with DuPonts acrylics & revives hemp fibre?

Medical effacy of canibinoids have already been researched & are sucessfully pushed by the medical community?

War on drugs focuses on true narcotics, addiction treatment, and Criminal activity with real social/economic dammage. Marijuana is not seen as part of all that & ignored?
 
It could be legalized in the hope that kids would just do pot and stay away from harder stuff, a compromise if you will. Maybe to win support in the communities that use the drugs. It could still go that way today.
 
"Decriminalization" vs "Legalization"

Some areas did decriminalize small amounts of pot. That doesn't mean it's legal. Instead, a citation like a parking ticket is issued--no criminal record unless someone doesn't pay the fine.

Possession of large amounts was still considered a major crime, as was selling any of it.

Are you looking for legalization, or simply more moderate penalties. (Widespread decriminalization could lead to legalization...)
