Why's that? It seems like social dislocation and urban decay, which might be two primary factors leading to organized youth violence, can be easily replicated in a number of major urban centers worldwide in the mid to late 20th century.
Well the Otaku & Furry subculture was largely exported to the US post-WWII (I know there was people doing this before - i.e. a blak science fiction author called Sun Ra). Now if you can see this fitting better in say, France or China where the KMT won, sure go for it.

less suburbanization/more of a 'traditional' city design. They need not all be criminal, maybe 'deliquent' might be a better term.
