POD for a return of the Sultanate of Sulu

With a POD set in the present day is there any possibility that the Autonomous Region in Muslim Mindanao could have a hereditary government (read Sultan) reintroducted similar to the Yogyakarta Special Region of Indonesia?

If this is possible would it be essential that a descendent of the Sulu sultanate be used or is there a precedent for the introduction of a Malaysian or Indonesian as a governor?

Here's my idea that the current economic situation in the AR continues to deterioriate and that their political representation becomes gridlocked with a minority government. Disgusted with government apathy/corruption extremist elements of the Moro Liberation Front coalesce with the MILF and Abu Sayaff to form a new group to form a caliphate.

The Philippine military is unable to intervene further due to resurgent attacks by the NPA, forcing the AR to look to their own defences. Malaysia / Indonesia in a bid to stabilise a situation on their borders send advisers to train the militia. Would these events allow me to create a sultanate?
