Home secretary: Norman tebbitt (for Unity i'd say) or perhaps Kenneth Baker

Health Secretary: Virginia Bottomley or a returning Edwina Currie
Secretary of state for the arts
Employment secretary: David Hunt
Minister without portfolio: Jeffrey archer or Chris Patten

Leader of the conservative party: Jeffrey Archer or Chris patten.

Hmm. it would be tight. Heseltine was hated by many Thatcherites and his backbenchers would be split.
 
Its possible that there could be a minority Tory govt or if the Lib Dems capitalised a Labour/Lib Dem coalition with a slender majority.
