Plausibility Check: Second American Civil War

It is possible that in 1960's erupt second civil war? Would supporters of apartheid politicy ready rise rebel against federal government and human rights claimants? If are what would be consequences?
 
Might be more possible the other way 'round, though. Getting there is tough, though: I don't see getting the other result out of Brown vs Board of Education without a pre-war POD. (Or, I guess, having some deranged lone gunman or mad bomber take down most or all of the Court in addition to a generally more Southern Democrat-favorable base POD.)

Cecelia Holland wrote a fairly plausible essay in What Ifs? of American History entitled "The Revolution of 1877" during which there's a worker's uprising that gains quite a bit of success before being crushed by the Army. I suppose if you had this sort of thing metastasize to more urban centers and the South, you could have the makings of a rather rough and nasty time in American history, even if it isn't nearly to the same degree as the Civil War.
