I have this vague idea (of which nothing may come) for a time travel story. The specific details don't matter, but I have this idea in my head that the story's Time Police or whatever were created after someone went back in time to prevent WWII by eliminating the German leadership...and resulted in our history.

The idea is that originally, Germany ended up being run by a "vanilla" Fascist regime; absent Hitler's crazy the Axis was therefore a bit more successful; they still lost, but the war was longer and bloodier, and the Germans were able to arrange a negotiated surrender instead of being occupied and partitioned. More importantly, ideological fascism wasn't completely discredited. The result is a third player in the Cold War, small enough that they couldn't challenge the other two, but big enough to make things even more unstable.

OTOH, they didn't have a Holocaust, and when the Cold War ended, the Third World was more developed and democratic, since simply opposing the Communists wasn't enough to get US support. So, it's kind of a toss-up which timeline is better.

Anyways, the point is, does this make sense? Or is it completely ludicrous?
