Plausibility Check: Making 10% of Indochina's population French

Is this possible? I know France tried this with Algeria and Italy with Libya although they were only off the sea versus so far away, but Indochina was the 2nd most valuable colony of France after Algeria. Also, if not France could the British have done something similar to Burma or Malaysia?
 
I think just about anything's possible but you'd need to explain exactly how you'd want to get there. Weirder things have happened in history.

Some problems you might run into are the lack of bureaucratic/demographic pushes for settling Vietnam. It's far away (way further then Algeria), harsh environment with lots of disease, endemic with rebellions and already has most of the population living on the viable land.
 
How about something started by earlier French contact ending in 1945? If South Africa had something similar to this, could Indochina be similar?
