Plausibility Check: A Shiite-led Baath Party in Iraq?

Would it have been possible for the Baath Party in Iraq to become Shiite-led rather than Sunni-led (as well as to still gain power in Iraq afterwards, of course)?

Also, if so, what would the foreign policy of such an Iraq have looked like? Also, what would the domestic policy of such an Iraq have looked like?

Any thoughts on all of this?

Also, three additional questions:

1. Will a Shiite-led Baathist Iraq try to be unifying (like Assad has in Syria) or be sectarian?
2. What will Iran-Iraq relations be like in this TL?
3. Could an anti-Baathist ISIS-like movement develop in both Iraq and Syria in this TL?

How do you realistically get some of these Shiites in leadership positions in the Iraqi Baath Party, though?
