Plausibility Check: a jewish state during WWII?

This is a rather wierd idea but how impossible is the existence of a jewish state during WWII? And how many PODs would be needed for such state to come into existence?

More power is given to the Jewish ASSR, elevating it to the status of an SSR. Stalin has far more people sent there, and the Soviets advertise it as the Jewish Homeland, at least more so then IoTL. The JSSR grows rapidly due to the forced immigration to the region, although lacks independence from the USSR.

Alternatively just go Zionist Uganda.

Easy enough - have the Zionist movement accept Britain's "Uganda" offer, creating a Jewish dominion in what is now Western Kenya on the shore of Lake Victoria.

(Of course, it's possible that butterflies from this result in no WWII, but let's assume it doesn't.)

Yeah Uganda is probably the best bet and it doesn't do well until the 1930s when the sudden Fascist pressures in Europe lead to a mass exodus of Jews from all over, including Poland, which was interested in getting rid of its Jewish population too. I wouldn't be surprised if over 1 million Jews leave between 1933-39 for Uganda especially if Palestine isn't open to them. Depend on what happens during WW2 if it still happens then you could have the Nazis forcibly exporting them via Vichy.

How much self-government does it need to have? Would a Mandate of Palestine that was autonomous (within the British Empire) but under civil goverment (not military) and dominated politically and economically by British subjects who were adherents of the Jewish faith be enough?

Because with some different developments in 1914-20, for example, that's certainly within the realm of possibility; the Zionist project was not something that came into being after WW II, obviously.
