Plausability Check: Free City of New Orleans?

This is just a plausability check, and currently does not figure in to the plans in the Grey-Eyed Savior timeline, but is it possible for New Orleans and the surrounding area to become an independant state, perhaps with French/European backing?
 
Stronger France

If you have a stronger France their New World Colanies get more respect. If the new, not too strong United States dosn't want to pervoke France it's different. New Orleans developes it's own idenity. It becomes as they say in Quebec "A destinct society." OTL Napoleon got into wars with all europe and lost. A cash straped France sells Lousiana.

If something similar to Tangers or post-ww1 Fiume and Danzig, maybe, the united states initially just wanted free navigation on the Mississippi, but Napoleon was the one who offered the whole of Louisiana, not that Jefferson said no. Say, instead he offers the more inland parts and joint administration of New Orleans itself while keeping LA and AK (that would be impressive butterflying there)

If Louisiana territory is entirely part of the US, though, I'd say no, not remotely plausible.

Maybe if Jackson's defense of New Orleans goes awry, and New Orleans becomes a North American Gibraltar, ruled by Britain originally, and becomes independent later on, a la Singapore.
