Planned cities, empires and kingdoms in the Ancient era: How plausible?

I just wanted to know how plausible it is to expect an Ancient Kingdom in the Classical era or so, establish a planned kingdom with Central Planning for resource management, well planned cities and facilities, population and demographic distribution planning and the use of Quasi Scientific methods to implement these for a significantly long life and success?

I was thinking about a Kushan superpower in Asia and hence stumbled across this thought. How do you think this could be plausible in an Ancient era?
