Or, (and I’m just spitballing here) in face of the increased threat and acknowledging the higher need, Britain could borrow more to increase defence spending? What with having the third largest economy in the world and all?
Don't be silly. We're talking about a nation of shopkeepers whose destroyers probably would have turned tail and run in the face of a barge fleet. There is no way the British government is going to increase funding to their already oversized navy just to maintain naval superiority. It runs counter to centuries of British tradition!

The Kriegsmarine never got a chance to show good its ships were because when they went out e.g. to Narvik and the Bismarck to the Atlantic, the RN unfairly ganged up on them.

Of course, silly me.

I was, obviously, missing the cost of producing all those Reichskriegsflagge, Hakenkreuz and white flags that were waiting for the first opportunity to be unfurled as soon as a flak-gun armed barge appeared in the Thames estuary.
