Is it possible for the Holy Roman Emperor to grant Siemowitt of Plock the duchy of Brandenburg to make the relationship between the Piasts and the Luxembourgs better?
The emperors and kings no longer gives such titles when it's already in use. If any ruler did so, it would created a dangerous precedent.
Dangerous for him, as he'll have to expect the worry of all the nobles that fear their own titles and claims could have been given to pagans or semi-pagans to the only benefit of the said ruler.
And this worry usually show itself on the form of massive revolt full of blood. Imperial blood.
The only way i see (maybe there's another) is a Piast invasion of Brandebourg, with a war diverting the Emperor's ressources and forcing him to eventually acknowledging the Polish presence on his empire.
I don't see why the Emperor would be compelled to give Brandenburg to the Piasts, unless they make a monetary offer first, for it like the Hohenzollerns did.
I think the Piasts could pay the King of Bohemia to ally with them and give Brandenburg to them, the only problem is the reason why they would make the alliance and sale of Brandenburg?.

Let's reverse the issue : why the Dukes of Poland would have bought Brandenburg, when this possessions could be lost because of others nobles' claims or even to the Emperor if they were defeated.
To ally with the HRE to protect against the Lithuanians.
