One of the greatest, and most potential causes of a full scale outbreak that could one day possibly bring full scale disaster to a country or indeed the world, is the ever continuing presence of the undead on the ocean floor. Across many lakes, swamps, canals, rivers, ponds and oceans across the globe, the undead lie waiting at the bottom of these bodies of water. It is a natural fear of humanity to not enter large bodies of water since the end of WWZ and the slow rebuilding of society, but an ever present question is how long does humanity have until one of the dead resurface and attack the living, to begin the nightmare all over again?
Luckily and thankfully the movements of the dead on the ocean floors are constantly surveyed and tracked by teams of experts who routinely scan the bottom of the deep via submarines and robotic art for any potential shifts in currents or movements of heards on the sandy decks of the dark depths. They are then tagged via electronic devices which monitor their movements as underwater warfare against the undead is far too dangerous and costly to contemplate.

Anyone caught trespassing next to known infected bodies of water such as beaches are normally fined a nominal amount in their countries own currency.

For some MacGuffin, the Solanum Virus causes zombies to be immune from the effects of underwater pressure. That's why hordes of zombies still roam the ocean floor after VC Day.an ocean had thousands of feet the zombies would been crushed like a can might been possible.
