Ten years of abandonment means most American cities are shells of their former selves. Many survivors will never integrate fully back into 'civilisation' having survived the Hordes, and most Cities will take decades to return to something close to their previous state. In many places, it is easier to tear down and start again. Some smaller Cities are simply abandoned as population fall off means they are no longer viable.
