Symbol of the Japanese Police. Many Japanese prefectural police agencies vary on the issue of vigilantes across Japan. Tokyo, Osaka, Aichi, Hyogo, Chiba, Saitama, and Kanagawa Prefectural Police forces oppose vigilantes passionately. But Hokkaido, Miyagi, Fukuoka, Niigata, Shizuoka, Hiroshima, and Kumamoto prefectural police forces are often the most cooperative with vigilantes. Hokkaido and Kumamoto are close in cooperation with vigilantes (all off the books). Other prefectural forces vary on attitudes toward vigilantes. The National Police Agency publicly opposes vigilantes, however they only go after them when needed. Of other national police forces the JDF MP forces of the three branches works with vigilantes on occasion as does the coast guard and National Railway Police.
