Is he walking away from an explosion? Because the way that one guy behind him is staring in shock at something and the other guy is running away in panic seems to suggest that he is walking away from something scary.
I've seen it before. It was made for a really shitty Tom Kratman style FH novel that's supposed to be some kind of political satire but fails miserably at it. I can't recall the title unfortunately.
