Get Gimp, it's free and works just as well as Photoshop.

Plus, yeah, they look like cartoons....

No, they're not. They're just pictures; that's it.
I mean, it's not like I have anything besides MS Paint to make stuff with. What else am I supposed to do with Alternate Historical pictures done on MS Paint?
