The Piz Gloria raid never was the end of SPECTRE, and of its leader Ernst Stavro Blofeld. He went after Teresa "Tracy" Bond, wife of MI6 agent James Bond, and he has never been seen since. But where else could he be?
Bond is still grieving the loss of Tracy. M takes sympathy on him and has him assigned to a lesser assignment: a series of diamond robberies from various mines in South Africa. He is to impersonate professional smuggler Peter Franks and infiltrate the smuggling operation. Bond arrives in Amsterdam, meeting his contact and fellow professional smuggler Tiffany Case (Kristen Wiig), brawling with and killing Franks on the way. Bond smuggles some diamonds in Franks' corpse, before travelling to the United States, where he meets up with Felix Leiter in Las Vegas.
Along the way, the corpse is cremated, and the diamonds make their way into the hands of the smuggler "Shady Tree". Meanwhile, Bond comes across assassins Mr. Wint and Mr. Kidd (Crispin Glover and Peter Stormare, respectively), who are dismantling the diamond smuggling pipeline. Believing Bond to be Franks, the two proceed to nearly cremate him, but the procedure is stopped when Shady Tree realizes the diamonds were fakes planted by the CIA.
Bond orders to have the real diamonds shipped. He then goes to the Whyte House, a hotel/casino owned by reclusive billionaire Willard Whyte (Leonardo diCaprio), and where Tree works, only to discover that Wint and Kidd have killed Tree, who never suspected the true nature of the diamonds.
Bond finds gambler Plenty O'Toole at a craps table in the casino, and asks her if she knows anything about the smuggling operation. Just before she could answer, a group of gangsters lift her away from the casino, throwing her into a pool. He then spends the night with Tiffany, asking her to retrieve the real diamonds from the Circus Circus hotel.
Tiffany reneges on her deal and flees, passing off the diamonds to the next smuggler. However, seeing that O'Toole was killed after being mistaken for her, Tiffany changes her mind. She drives Bond to the airport, where the diamonds are given to Whyte's casino manager, Bert Saxby, who is followed to a remote facility. Bond enters the apparent destination of the diamonds – a research laboratory owned by Whyte, where a satellite is being built by Professor Metz, a laser refraction specialist. He steals a truck from the facility and makes a getaway, before reuniting with Tiffany.
Bond scales the walls to the Whyte House's top floor to confront Whyte. He is instead met by two identical Blofelds (Conleth Hill), who use an electronic device to sound like Whyte. Bond kills one of the Blofelds, which turns out to be a look-alike. He is then knocked out by gas, picked up by Wint and Kidd and taken out to the Las Vegas Valley, where he is placed in a pipeline and left to die.
Bond escapes, then calls Blofeld, using a similar electronic device to pose as Saxby. He finds out Whyte's location and rescues him, Saxby being killed in the gunfight. In the meantime, Blofeld abducts Case. With the help of Whyte, Bond raids the lab and uncovers Blofeld's plot: the diamonds are being used for a satellite which has already been launched. Without warning, the satellite begins destroying numerous nuclear missiles and silos of various nuclear superpowers, including Russia, the US, China, Israel, India, and Pakistan. Blofeld suddenly broadcasts to much of the world's population, announcing that he has held an "auction for nuclear supremacy". Whyte identifies an oil platform off the coast of Baja California as Blofeld's base of operations. After Bond's attempt to hack into its system fails, a helicopter attack on the oil rig is launched by Leiter and the CIA.
Blofeld tries to escape in a midget submarine. Bond gains control of the submarine's launch crane and crashes the sub into the control room, causing both the satellite control and the base to be destroyed, killing Blofeld once and for all (I will not be pulling off "uncredited Blofeld reappears in For Your Eyes Only"). Bond and Tiffany then head for Britain on a cruise ship, where Wint and Kidd pose as room-service stewards and attempt to kill them with a hidden bomb. However, Wint's ignorance over the choice of red wine exposes their ruse to Bond who kills them both after a short fight. The two discuss if the US or Russia will blow up the rogue satellite, and whether the diamonds will ever be retrieved from it.
