On the outbreak of the Third World War, all the member states of both NATO and the Warsaw Pact agreed to keep the conflict purely conventional. However, that didn’t stop a highly unstable and virulently anti-communist U.S. general named Jayson McCullough from launching a biological weapons attack on Soviet-occupied Portland. The biological agent being a newly created and top secret one code named the ”Joker Virus” because it would make anyone infected with it go homicidally mad with the infected laughing like the fictional DC comic villain the Joker until instant death after peaking up to the incubation period of 48 hours, meaning the infected 'jokers' only have three days left to live and kill remaining uninfected victims until they reached to the exact point of dying.

A few members of the Soviet occupation force who drank from the city’s water supply started to get infected with the man-made disease, though their comrades were able to kill them before the disease spread throughout their ranks. Unfortunately the citizenry of Portland refused to listen the occupational authorities to not drink the city’s supply of contaminated water (the Soviets had figured out that the strange disease was an American biological weapon) believing that the Soviets were lying to them. Soon the occupiers had their hands full with rounding the people of Portland and quarantining them while also beating back anti-communist partisans as well.

As the nightmare of Nuclear Winter came to an end and the taint of radiation slowly retreated across the land a new equally terrifying threat would emerge to threaten mankind... the Mutant Army. Emerging from abandoned research facilities and the desolate caverns of the wastes were the countless strains of mutated offshoots of mankind. All of them united by the eldritch voice of their Commander, whispering orders within their very minds. Uniting these disparate and divided under a singular vision that the age of mankind was over and it shall be the mutants who shall inherit the post apocalyptic world.

The began crushing the desert tribes of the west with a savage fury never before scene, armed with the scavenged weaponry of Old America's armies. Yet for all their might and savage cunning the mutant hordes would soon no longer find themselves standing unopposed. Finding themselves facing the combined might of Sentinels and the Desert Rangers. With the Sentinels smashing into the mutant ranks with their power armor and heavy weaponry, while the rangers caused havoc in the rear destroying bridges and crushing supply lines. Yet even for the their combat might it was a loosing fight, neither the Rangers nor the Sentinels had the numbers or the resources to decisively defeat the Commanders numbers, slowly being ground down. While the ranks of the Mutant Army continued to swell as they expanded on other fronts and the pour human souls they captured were warped into more of the Commander's monstrosities.

Yet the mutants continued expansion would prove their undoing as they soon found themselves facing the might of the Desert Republic to the East, the Holy Friars in the South and towards the west La Vega. Bringing with valued manpower against a threat to all mankind with the road warriors of the Friar wreaking havoc across the mutant's territory. While in the northeast the Mormon and allied armies faced them in the trenches and and to the west the Mutants faced Vega's technological might as the attempted to lay siege upon the city of sin. Yet the scales had not yet fully turned in mankind's favor, after three years of fighting both the Mormon and Southern fronts were nearing dangerously close to collapse, even with the influx of mercenaries bands, some from as far east as the great lakes.

The came the man known simply as the Warrior, not much is truly known about him except that he was exceptionally skilled & powerful fighter from out west. The matter of where specifically is much debate with theories ranging from the California wastes to beyond the Pacific Ocean. Yet there was no denying his prowess in battle with it being said that he could slay over a dozen neogenetic berserkers with it his bare hands, mere legends blown out of proportion by eager storytellers most likely but with his feets one must wonder... First making his mark in the war by single handedly killing the mutant general in charge of the siege of La Vega and his Lieutenants. From there achieving a number of seemingly impossible feets as he was joined by an ever growing team of companions. Culminating in the battle of the Cathedral, the very heart of the Commander's twisted ambitions and where it kept the most horrific of its abominations. One by one the Warriors's comrades fell in battle against the monstrosities that guard the nightmarish halls of that cursed place, until finally the Warrior stood before the Commander within its very Sanctum. Nobody knows what truly happened only that the Commander had died that fateful night and the cathedral destroyed not long after, most assume that the Warrior had died in the fires but rumors have it that he wandered off into the wastes. Occasionally you here stories of an exceptional fighter taking out a raider band or freeing an enslaved town or two.

Whatever the case the Mutant Army was soon shattered afterwards without the voice of the Commander in their heads. uniting them and driving them forward. Especially after the primary bulk of their forces were decimated in an attack by unknown forces, destroying any chance they had of regrouping. Destroying any possibility they had regrouping as they began tearing into each other, while the armies of man pressed onward, scattered the now broken and divided mutant forces to the wind.

These two statespeople couldn't be any more different policy-wise. Thatcher a strict fiscal and social conservative famous for her strident calls for protectionism and a "Britain first" philosophy. Cuomo a fiscally liberal former diplomat known, by his detractors, for his "big government philosophy" and his wide sweeping attempts to polster the influence of the House of Concord, as a unified force, on the world stage.
