How the hiatus of Batman was explained to avoid Doomsday by the post-Doomsday writers who restored the continuity of the series?
By the creation of a new villain, Bane, who broke Batman's spine. While he was recovering, Robin took the role as Batman until 1995.

A video tape recording of the nuclear attack warning recorded off of Soviet Central Television, which interrupted the Russian children's show Спокойной ночи, малыши! (Russian for Good Night, Little Ones!) in the process. Strangely, the message was broadcast well after Soviet Central Television normally signed-off for the night, given that Doomsday occurred in the Soviet Union in the early morning hours of the morning on September 26th a few hours before the channel would have normally gone back on air. However, researchers hypothesize the network was kept online in preparation for a potential NATO attack.

Video tape likely recovered from an unnuked area of the Soviet Union or one of the its neighbors such as Finland.
