Plus Various Fleet train Units to maintain,repair and refuel them.
Along with Port Facilities to do so as well.

Philippines doesnt need carriers nor cruisers back in 1946.

The US will give in OTL the Philippines eventually aircraft which is more valuable to the Philippines and will keep Philippine military dominance to the region until the 60s.

However, if you got a PoD earlier, an example would be wherein the soviets collapse, the cold war will be a US vs British empire, the US might just give the Philippines that kind of proxy navy. Another example of an earlier POD would be allowing colonies to have navy allocation during Washington Naval treaty.

If you meant, pod 1946, the list you gave is not possible nor is needed.

Is the POD after OTL WW2? Your OP is ambiguous.
 
What date ? pre WWII that's a very large part of the USN (apart from the battle line)

Would the 32 DDs and the air wings from the CV not be sufficient ? (and much easier to keep in service)

The main problem is why ?
Why do they need a navy when in 1946 the only real navy in the world (at least pacific, RN might count in Atlantic/Med) is the USN and you are allied to them.....
 
I think that Washingto would gift the Philippines aircraft, fast-attack naval vessels and submarines instead of a massive surface fleet. We're basically 7000 unsinkable aircract carriers; and if the Philippines is fast enough, the term 'South China Sea' becomes obsolete
