Philip was the one who modernized the Macedonian State, organized the Macedonian military, united the Greeks, and drafted the plans to invade Persia, but alas he died before he could follow through with his plans (likely due to poisoning).

My impression of Philip is he was more interested in state-building than Alexander, who was more interested in conquests and glory. Perhaps Philip seizes less territory but opts to consolidate it?
