Philip III dies in 1599

lets say the new King of Spain goes out for a ride, his horse steps in a mole hole and Philip goes flying and brakes his neck and dies, that leaves his Sister Isabella as Queen, now does she rule by her self? or with her Husband Archduke Albert of Austria as the couple did in OTL in the Spanish Netherlands? if the couple (as in OTL) have no Kids who takes the Throne? what is Isabella's Rule like? and what becomes of the Spanish Netherlands? how are they changed by not having Isabella and Albert rule them separately from the rest of Spain?

She would rule with Albert, and he would have been declared king also, as happened with Philip the Handsome and Ferdinand of Aragon before. Albert was a Habsburg, lived in Spain and was vice-king of Portugal. He would have been easily accepted by the court.

Probably the Duke of Savoy, as Spain didn't follow Salic Law.

I'm not sure how a good queen she would be in Spain, but it seems that Isabella and Albert's rule in the Spanish Netherlands was quite good.

and what becomes of the Spanish Netherlands? how are they changed by not having Isabella and Albert rule them separately from the rest of Spain?

It depends on who they will put in the charge of the territory. By now the changes of reconquer the Northern provinces are gone, but a good military commander would be their best option for a territory threatened by both the Dutch and the French.
