Peter the great allies with Charles XII of Sweden

Of course, in OTL, the two were at war over the St. Persburg area and the Baltics, but what if Peter the great instead decided to try to conquer parts of Northern Norway, like Finnmark and Troms counties? Then Sweden could have been an allied, with Sweden consentrating on conquering other parts of Norway. Controlling parts of Northern Norway would have given Russia much better access to the Atlantic. Wouldn´t this have been even more valuable to the Russians than the Baltic area and the St. Petersburg area?
 
The thing is, how would goods be freighted to Northern Norway, in a time before railroads? Russia already had a port in Arkhangelsk in that direction.

Trade with Russian goods trough the Baltic ports is said to have been huge, and Peter I wanted warm water ports to be able to create a modern Russian fleet.

Even at the end in 1718, when there were talks of alliance between Russia and Sweden, Russia was only interested in keeping some coastal areas on the Baltics, and nothing from Norway. Finland, Estonia and Livonia would have been returned to Sweden, against some payments.
