Peter III was Tsar for only a few months. He was pro-Prussian, liked to torture animals, and spent more time with figures of military pieces than on an actual battlefield. What if his wife did not overthrow him???

Most likely, if Ekaterina's memoirs are unbiased, someone else overthrows both of them. If Ekaterina's memoirs aren't unbiased, and she's just trying to say "look what a madman I saved you from" Russia's development could be different. Pyotr is going to step on Russian toes, and I don't think he's going to be popular, but if he can hold his ground (a la Pyotr Velikiy), it might prove interesting.
 
history being written by the victors, I'm of the assumption that Peter's ineptitude is probably a bit overly exaggerated. I've read that he was an advocate for the common man, and was generally popular. the ruling class was a bit more meh on him, and reversing course on the verge of victory cost him a lot of support. The overthrow was pretty localized, and once accomplished the rest just went along with it.

Would have been interesting to see what would have happened to his army/war if he hadn't been overthrown.
