Peshwar Lancers Redux: Kingdom of Hawaii

The Crisis in Africa had drawn the attention of the Hawaiian Prime Minister. He had now gone to the Legislative body and asked for an emergency appropriation of 150 million dollars. This hopefully would help to come up with a solution to the human tragedy. There had been reports of governments using incredible amounts of force on refugees. That force included lethal force.
 
The Kingdom of Hawaii received a Healthcare scare when there were reports of a flood of serious illness. For a time the Airport and the port were closed until the Oahu Health department in conjunction with the Center for Disease Control of the Ministry of Health discovered that this was a strain of Flu that had not been seen before. A new vaccine was quickly developed. Amoung the people hospitalized were the Prime Minister and the Deputy Prime Minister. The Secretary of Defense then took over as acting Prime Minister until the Prime Minister recovered.
 
The Royal Hawaiian Army Medical Corps Research Unit studied Viruses as one never knew if some one would use them as a weapon. Hawaii did not have biological weapons and in fact they had been outlawed by the Convention of 1932 signed in Singapore.Britain, France, Netherlands, Australia, New Zealand, South Africa, Canada, Hawaii, Germany, Spain, Italy, Austria, Ireland, all of Latin America, Signed the Treaty. In 1984 Russia, Empire of the Rising Sum, Vietnam. Persia Republic of China and Republic of Korea signed the treaty. In 1985 the Han Republic also signed.
 
1992 The Prime Minister could not believe that 4 years had past since his party won control of the legislative body. The members of the body cheered when he announced that he would lead the party into the elections and if they won he would serve as Prime Minister. On the Conservative Nationalist side Rep Christopher Thomas had risen to be one of the Minority whips. He was the Ranking Minority member on the Merchant Marine Committee.
 
The election of 1992 saw the House expanded to 324 members and the election saw the Liberal Democrats win 153, National Conservatives 151 and the Social Democrats 20. The Social Democrats almost lost 5 of their seats. In the case of those 5 the Liberals came within 4 votes of tanking them and the National Conservatives came within 1 vote of flipping the seat. Prime Minister Waihee asked everyone in the cabinet to remain and they did but the Secretary of State was being pulled into the race to be the leader of the Loyal Opposition and should that happen she might tender he resignation.
 
A Political Crisis came in Hawaii in 1995 when due to deaths,resignation and in two cases criminal prosecutions 15 Social Democrat seats were taken by the National Conservative Party making that party the holder of 166 seats and once again the Majority Party. John D Waihee went to the King and submitted his resignation. Secretary of State Linda Lingle

was made the leader of the National Conservatives and she was asked by the King to form a government. She began to appoint new Cabinet Secretaries. Christopher Thomas , thought that he would be the new Secretary of the Navy but insead he was asked to become the head of the Department of Defense. Admiral William Kamehameha III the current head of the Joint Chiefs had a private conversation with the Prime Minister and agreed to stay on until July 1998. His Brother Major General Christopher Kamehameha of the Royal Hawaiian Air Force was made the Air Force Chief of Staff with a promotion to General.
 
Brigadier General Lee Chan was promoted to Major General and given command of the !st Hawaiian Infantry Division. In 1996 the Prime Minister picked him to be the new Army Chief of Staff. There was some talk that the newly promoted Lt General was a possible candidate to succeed Admiral Kamehameha as chairman of the Joint Chiefs of Staff.

Prime Minister Lingle Called for a general election in July of 1996. It appeared that her timing was perfect as she lead the National Conservative Party to a victory increasing the Party's hold on the house to 179 seats. The Liberal Democrats were barely able to hold 140 seats and the Social Democrats continued to be unpopular.
 
Admiral Kamehameha's younger son Christopher W Kamehameha had graduated from the naval Academy and was attending flight school. He had decided to follow a Military career like his father rather than a political one. The brand new super carrier William Kamehameha was to be christen by the Admiral's wife. The entire family would be attend then Christening .
 
The Carrier William Kamehameha was now beginning its shakedown cruise. It had taken 5 years to complete and its sister ship was under construction. The carrier was equipped with the new F-14 H model developed by the Royal Hawaiian-Grumman Aerospace team. While Primarily a fighter Interceptor the F-14 H was also capable of being used as an effective strike aircraft.. Developed was the A-6L strike aircraft. It was a major refinement of the A-6 Intruder used by the USN/USMC as a strike aircraft.
 
Secretary of Defense Christopher Thomas was facing the dual problem of manpower shortage and a tightening of funding ability. Hawaii was developing a new destroyer class but it was seriously considering selling some of its older destroyers because it didn't have enough people to man the older ships. The total Armed Forces currently was : Army 30,000, Marine Corp 30,000, Air Force 35,000 and Navy 135,000. The Current Ready reserves were : Marines 10,000, Air Force25,000, Army35,000 and Navy 50,000. Then there was the National Guard of which 70,000 were in the Army National Guard and 50,000 in the Air National Guard. Hawaii would be lucky to fill out 4 divisions (3 army and 1 Marine)> Even if the Kingdoms population rose to say 16,000,000 it was doubtful if there would be enough money to maintain a larger military.
 
The Secretary of Defense was attempting to reorganize and re-equip the Royal Hawaiian Armed Forces so that despite its small size it would be able to project power. The new Bishop class destroyers would be highly capable of defending the carrier from any threat be it air, Missile or submarine. The First two ships were nearing completion the Charles Bishop being the lead ship. Plans were to replace the country's 12 destroyers with these ships. Three of the old destroyers were being overhauled and would be turned over to the Royal Hawaiian Coast Guard.
The Army would be purchasing a new air transportable Battle tank armed with a 105mm gun Nick named Stingray it was light enough that a whole battalion could be moved quickly to any crisis point.
 
The Secretary of the Navy was pushing for a building of 18 of the new Charles Bishop class of DDGs. These vessels would more than replace the older weapons class of DDGs and were capable of meeting any threat to the fleet.

The Passage of the Naval Construction bill of 1997 saw authorization of construction of the next 5 ships of the Charles Bishop Class of Destroyers. The Ships were nicknamed the Prime Minister Class. Names had been selected for the next two shi and there was confirmation that the Fifth ship would be named after former Prime Minister Burns. Construction would start on the 2nd Nuclear attack submarine and there would be some funds to purchase materials for a third vessel but it appeared that the Secretary of Defense was putting the breaks on spending. There was funds for a study of a new conventional submarine.
 
Admiral William Kamehameha , Chairman of the Joint Chief of Staff was trying to shape the Hawaiian Armed Forces to meet the challenges not only of the present but of the future. The Admiral knew that there was a limit to the amount of money that the military could get to spend. In discussions with the Air Force he was trying to get the armed forces to adopt the same aircraft and weapons if possible. The F-14 H Tomahawk was adopted by both the Hawaiian Navy and its Air Force as its mainstay Fighter. This cut down maintenance cost. The Admiral in discussions with the Chief of Naval Operations informed him that he would push to complete the construction of 5 nuclear attack submarines and perhaps another 3 might be built but plans for 12 to 18 nuclear submarines were shelved. The Army and the Marines would adopt the Stingray MBT but the Army would be allowed to purchase enough of the M-1A2 Abrams or the Leopard II to equip 4 battalions.
