Heavy parts of the Stirling ideas here are wrong, anyway. Algeria lacks infrastructure and industry, so France would have a hell of a time actually setting up a government in exile there at that time (1940 yes, France could set up a government in exile; 1870 not so much).

In the ATL, consider the "Back to Africa" Movement of Marcus Garvey. In OTL, the movement had been growing with the abandonment of Reconstruction in 1877. By the 1920s, after facing constant lynchings and riots, many people decided that "Back to Africa" would be best (esp. Liberia).
Also consider that you have African-Americans Henry Sylvester Williams and Edward Wilmot Blyden establish the Pan-African movement in the United States in c. 1887. Rather than have a African-American state, imagine if African-Americans, escaping the post-Fall of the American federal government, begin mass migration to Africa, declaring war on the European refugee/ Boer states....

Interesting idea, but do they have the resources to even get there?
And if they do get there, what will they be able to accomplish?
Consider that you have the possibility of men like ht efamed "Buffalo Soldiers" amongst teh new wave of settlers....An enlarged Liberia surviving the Fall would be interesting, though. I think their primary (European) enemies would be the French due to the proximity to Outre Mer and the French activity in West Africa.
IN OTL, many African-Americans had made the trip since 1822, with another wave of settlement in 1847 and another one beginning in 1877.
Then again, with the rise of the resurgent South, many African-Americans are going to leave from their homes, primarily South of the Mason-Dixon line and flee to Africa. This will be especially true with the "Knights of the White Camelia" and "Ku Klux Klan" running around with impunity....The Fall would put a major crimp in organizing such a thing though.
And weren't the Buffalo Soldiers mostly out West? It'd be hard for them to get to the coast, particularly if General Sherman's government in St. Louis remains intact and has things for them to do.

I like the idea of a favored Zulu Empire as a client of the Raj. It would certainly make South Africa more interesting. Also, due to some other insights it's beginning to look like the *HRE idea I had will also be a rabid catholic nation facing off against ultra-orthodox russia. So the Monophysites are even more powerful here. Would Abyssinia absorb southern christian Sudan?I kinda want to see the British in Africa try to play some of the native peoples off against the Boers to keep the Afrikaaners in check. For example, elevating the Zulu Empire wholesale as a client state, like what they do to the Rajputs and non-mutinous peoples in India. Amusingly, the Fall takes place in 1878, one year before the war with the Zulu. Perhaps why the Boers are so pissed off in TPL in the 2025 is because while the Brits keep their fellow whites around as rulers, their power is countered by certain favored African groups.
Another idea that's been floated around in past threads is the continued existence of an independent Ethiopia/Abyssinia holding on as proud undisturbed power of East Africa. They could be an ally of one of the nearby European powers against the Caliphate of Damascus, who wants Somalia and the Horn of Africa.
Ironically, the Ethiopian Orthodox Church's continued existence alongside the Egyptian Copts has made the Monophysites/Oriental Orthodox Church the second or third largest Christian branch in the world, since Catholicism is divided between the Amexicans, the Brazilians, and the French-outre-mere.

For one, Ethiopia is likely to survive. It might be interesting to have Abysinia/Ethiopia become one of the major powers, competing with the Europeans for influence of the African continent.
Another idea I have is a Portuguese-in-exile Angola and Mozambique uniting in personal union with the (supposedly) Catholic Kingdom of the Congo and fighting wars to contain the Boers/Zulus which makes the Boers/Zulus stick with the Raj as their protector. Although, it would probably make more sense for the Portuguese to go to Brazil, but this is just an idea. I don't even know if the Kingdom of the Congo still exists at this point...
Just some ideas. I, sadly, have fallen into the trap of knowing little to nothing about african history.
