Peshawar Lancers Redux: North America

The Chairman of the New Liberal Democrat Party of New York was thinking that it would be a good idea to convince President Smith to run for the US Senate seat from the Empire state. He had spoken to Edward Gleason with an idea of sounding out whether the President would agree to run for the Senate. Edward said that he had no idea what the President thought of the idea.
 
In Late march 1934 President Smith and his wife were back in the Empire state. They were looking at property in New York City. The President did a fund raiser for the party and said that he would think about running for the Senate in 1936 but while not ruling it out he was unsure if he wanted to battle through another Political Campaign.
 
The President had tried to convince his Deputy Chief of Staff and long time friend to run for Political Office but he had never been bitten by the Political bug. His brother John had taken advantage of the family connection to the Smiths to get a job with the US attorney's Office in Manhattan while brother Alfred Gleason was with the NYFD on Staten Island.
 
In early 1935 the President had a meeting with the Secretary of the Navy and the Chief of Naval Operations he gave approval to seeking funds to design a new battleship and once the design work was completed he would seek funding from the Congress for its construction. It would be the first ship of two and it would be fast and powerfully armed.
 
Alfred E Smith had finally spoken to his wife about what they would do when his term was up.He told her that he didn't believe in running for a third term but mentioned that the Party Secretary had asked him to consider running for the US Senate from NY in 1936. He was undecided but wanted to know what did she want.
The love of his life said that she had hoped that they would return to New York City and stay there. Politics was a rough world and she wanted a return to normalcy.
 
The President and his wife purchased a new residence in the Borough of Queens in NY City It was in one of the newer sections and was 2 acres in size. The President iformed the party chairman that he would no be running for any Political Office. He had accepted a position with the City College of New York City and would teach 1 course in Political Science. He had also approved the setting up of the Alfred E Smith Presidential Library at the Stony Brook Campus of the University of New York.
In 1935 the President submitted to Congress the Naval Construction Act of 1935 which would fund the building of the USS North Carolina. It would not be until 1937 that work on the ship would begin.
 
President Smith would be attending the Liberal Democrat Convention in New York City ne would bid farewell to the party loyalist who had support him and attempt to insure that the best candidate won the nomination. He had known that two Nationalist heavyweights would be seeking the nomination. Theodore Roosevelt II Governor of NY had a good chance.But he was facing a man whose family had founded the Nationalist Party.. Mr Longstreet was a member of congress.
 
President Smith attempted to insure that a moderate would win the nomination. Franklin D Roosevelt attempted to win the nomination but the President reused to support him. Smith believed that Franklin was too much the darling of the Progressive wing of the party.
Theodore Roosevelt II won the nomination of the Nationalist-Republicans.
 
The election of 1936 saw the battle of the Roosevelt's. The Liberal Democrat Party suffered a major defeat as Teddy and the Nationalist-Republican Party saw the overwhelming victory of their Party. The former President was proven correct that Franklin D Roosevelt did not have what it took to win the Presidency.The Nationalist were able to pick off those opponents that supported their parties nominee . The Result was the Nationalist control of the Congress was overwhelming.
 
President Alfred E Smith and his wife hosted the President Elect at the Presidential mansion .The President wanted to make the transition as smooth as possible. The two went over some military construction which had started under President Smith but would not be completed until sometime in the administration of the new President. The two went over some environmental issues that could become a problem. The President Elect had turned over the running of New York to the new Governor but he did inquire as to whether the Smiths new residence was ready. The President smiled and said yes. He would be retiringing and had no plans to run for any political office.
 
While the incoming President and the outgoing President had their differences they had the best interest of the country in their mind. Young Teddy was pleased with the plans to modernize the US Navy. Surprisingly both had the same opinion of Franklin D Roosevelt. He told President Smith that his father had always thought that there was a defect in Franklin's character.
 
President Smith and his wife left by train for New York after the swearing in of the new President. The Smith's declined an offer to fly out of the capital on the new DC-3. Mrs Smith did not feel like traveling by plane. The train would make a few stops but it gave the former President a chance to see the country. Two days latter they were in Grand Central Station and Edward Gleason was there with a limo to pick up the Smiths.
 
The New President sent a request to Congress for the construction of a second North Carolina class battleship. He clearly signaled that the administration was looking at building more of the class. It was also looking at modernizing the army.
 
President Roosevelt thought that the meeting with his Hawaiian and Canadian counterparts went quite well. They reached some understanding on military technology and on other issues. They all got along with one another.
 
The President submitted to the Congress a series of bills that would insure that threat from natural disasters would be reduced. It prohibited any large scale development within 50 miles of a possible Natural disaster region. Thus no towns or buildings were allowed within 50 miles of Mount St Helen's. Yellowwstone would remain a National park but it would be monitored..Flood control was dealt with and water conservation would be a goal.
 
The Administration of Theodore Roosevelt II was different from his father's.. He was determined to complete the restoration and move America ahead. As President he looked at the potential threats of natural disasters and weighed the cost. Some argued that he was not strict enough and others that he was crushing freedoms. He ended up coming to agreement with some of former President Smith's Policies. He read reports on what a tidal wave could could and reminded people that The Fall had set the world back so prohibiting the building of schools near the coast or in an earthquake zone seemed to be a good idea. He vetoed a bill that would have repealed a ban on construction in the possible sites of future volcanoes based on studies.
Although the press often made the mistake of calling him Theodore Roosevelt II he was actually the IIIrd.

The Administration had notified the Congress that the Navy would be retiring 7 battleships over the next 10 years and would replace them with newer ships. The USS Texas would be turned over to the state of Texas as a Museum ship. The USS New York would be retired and the State of New York would also be given a chance to do the same with it as Texas did with the USS TEXAS. The Nevada and her sister ship were also on the replacement list as were the 3 New Mexico class.
The Administration sought approval from Congress for the Construction of a new Battleship Design the South Dakota. The South Dakota would be smaller than the North Carolina but the Navy sought approval for an Improved North Carolina designed Battleship. Said ship was tentatively designated the USS Virginia .
The Japanese Ambassador expressed concern about any sale of exUS Battleships to China. The President assured him that neither the New York or Texas would be sold and currently there were no plans to sell the Neva or Oklahoma to China. No decision had been made regarding the others.
 
The President had the Congress pass the Naval Construction Act of 1937. This authorized the construction of the second North Carolina Class battleship and the building of the first of a new smaller modern battleship the USS South Dakota. The act also authorized design of an Improved North Carolina Class Battleship but not the funds to build it.
 
The US Navy was seeking to modernize its fleet. There was an argument within the navy between those that supported trying the new South Dakota design and those that supported a larger ship such as the North Carolina. The President like his father had served in the US Army not the Navy but had supported fleet modernization. The Secretary of the Navy was demanding that the Admirals make up their minds and support 1 design as he was sure that the Secretary of War would be pushing a plan to improve the Army.
 
March 7,1938 President Theodore Roosevelt III was into his second year as President. He was still quite popular as President and he was attempting to electrify more of the country. The water conservation projects had also bought electric power to more parts of the west and he wanted to start work on a giant project which would both control flooding in the south and provide cheap electric power. The Tennessee Valley Authority thus began what would be the start of a 10 year project to improve conditions in the region.
