Peshawar Lancers Redux: North America

The struggle was to restore Florida to a united land mass. The going was very slow and it would take an even greater effort.Tons of rock were dumped and a special barrier was created and then water was pumped out and rock and soil deposited.
 
President Woods continued the rebuilding of the United States Navy. The Battleships Arkansas, Wyoming,New York and Texas were completed . Next the Battleships Nevada and Oklahoma were ordered.The Omaha light cruiser class was also ordered as well as destroyers and other vessels. But the President decided that things needed to slow down as spending seemed to him to be too high.
 
American Engineers together with Hawaiian Engineers looked at the problem of restoring Florida and decided to try several ideas that might allow the project to be sped up.
 
By 1911 The Hawaiian and American Engineers had come up with a plan that looked like it would allow the restoration of Florida to take place and be completed within a reasonable period of time. The plan would now allow the work to be started in all three area.
 
President Woods was looking at the nation and seeing progress. True it wasn't as fast as everyone would like but there was a limit to how much could be done. with the mid terms rapidly approaching he was also beginning to wonder if he would run for another term. He was wondering how Teddy managed it all for 8 years. Still the earth quake that had crushed San Francisco had shown that changes were needed to prevent that disaster from happening twice. He was working with the California Governor to insure that one did not build on landfill.
 
The President had made progress in dealing with the problems that The Fall had brought. One thing that was dealt with was the Giant Salton Sea in southern California. The Fall had greatly enlarged it and the rains had kept feeding it. The Federal Government had carried out some flood control and water conservation projects. The result was that the Salton Sea was still a good size body of Fresh water. One of the new Nationalist Congressmen was Stephan Moseby son ot the former Governor of California.
 
The former Governor of California had retired from public life. He had served as a Confederate Cavalry officer and latter as a Colonel of the California Cavalry during the conflict with Mexico. He had served 8 years as governor of the state before totally retiring from politics. Stephan was the oldest of his children.
 
President Woods after consulting with the Cabinet wanted to nip future problems in the bud. Thus there would be a Federal law that would prohibit the construction of any homes, Businesses or schools within 12 miles of the coast. This would prevent any threat from tidal waves. A further regulation would prohibit the building of homes and schools within 25 miles of inactive Volcanoes
 
While there was disagreements over this happening the evidence clearly showed that Tidal waves during the Fall caused Massive damage and lose of life. Experts believed that such a calamity might happen and the actions proposed by the President would save lives and limit damage.
 
In October President Leonard Woods announced that he would be a candidate for a second term as President. Former President Theodore Roosevelt offered to campaign for his friend and the offer was accepted. The President would need a new Vice Presidential candidate to run with him as the current VP was dying.
 
Stephan Mosby was too young to run for Vice President but he would be running for a Senate seat from California. He was chairman of the President's re-election team in California.
 
Senator Oscar W Underwood D-Alabama won the 1912 Democrat Party nomination for President . The Democrats nominated him on the 20th Ballot which was an indication on how divided the party was. President Woods totally crush Underwood in a massive electoral victory.
 
Leonard Woods re-election as President Continued the Nationalist Domination of the Federal Government, All things considered the country was on a path to total recovery from the Fall. The President wanted to accomplish a few important things in his second administration. One of which was to really move along the reconstruction of Florida. The countrys Population was around 62 million people. This was considerably up from what it had been. The President had continued pushing food safety and the federal government had moved to increase the number of doctors in Rural areas and the electrification of the nation.
 
President Woods met with the Hawaiian Prime Minister on Catalina,Island near California. It was a meeting where the two leaders exchanged ideas and discussed co-operation in dealing with the worlds problems. The Hawaiian leader spoke about improvements to the American Canal in the Central American Republic.
 
The Naval act of 1913 called for the construction of 2 Pennsylvania class battle ships and the advanced study on the building of the new Colorado Class of Battleship. Young congressman Theodore Roosevelt II of New York introduced the bill in the house.
 
In a meting with the Hawaiian Prime Minister the American President was asked as to why he US seemed to be in an Naval arms race. The US was building what was considered a big collection of capital ships. It had completed 6 battleships during the Roosevelt and Woods administration and had 2 more nearing completion. It was now starting the first 2 of the Colorado class with 2 more planned. The American President was taken aback by the question but it was clear that the Hawaiian leader was speaking for both Hawaii and the British Empire. The Hawaiian had spoken with the British Prime Minister and it was clear that the Americans building was getting the concern from other nations.
 
President Woods met with the chairmen of the Senate and House armed services Committees as well as the Secretary of the Navy and the Chief of Naval Operations about Battleship construction. A decision was reached to slow down the pace of construction. Thus Colorado would be started in 1914 and Maryland in 1917 with West Virginia to start in 1920. This would ease pressure on the budget and concern among other powers.

An extensive road and railroad transportation system is something that while apparently irrelavant to prevent another Fall, it would help in the evacuation or assistance to any place affected by natural disters, be they a meteor fall or another sort of event. (and it would help in the recovery from another such event).
 
The President listen to a report regarding the status of the rebuilding of the rail transportation system. The connection with the West Coast had been restored and the rail lines in the east coast had also been restored and improved. But with the 20th Century it was important that roads and highways were going to be needed. As a result the President introduced in his 1913 State of the Union a proposal to build 40,000 miles of paved highway over the next 15 years. It would be the start of a plan to allow the rapid movement of resources and people should another disaster take place. Rep Theodore Roosevelt II would introduce the bill in the House.
 
To help with the stain on federal budget the President proposed delaying construction of the additional Colorado class battleships to help pay for the road project. A proposal for a toll on the federal highway for a period of 10 years passed the house and now went on to the Senate. This hopefully would provide the money to fund the project.
