It is Possible that that Brazil might be the country that Portugal's colonies turn to. In fact Brazil might seek to dominate these colonies, at least the ones in Africa.

I would not imagine them surviving terribly long. Portugal's African colonies weren't terribly populated by Europeans at this juncture of history. With the annihilation of the metropol, there is no one to support these colonial ventures, and quite frankly few nations would worry about such things when they are busy trying to stay alive. Brazil could conceivably keep Angola, given the long history between the two states. That being said, I have to reiterate the fact that portugal got wiped out by the Atlantic impact as nearly the entire nation got hit by the brunt of the waves.
 
I would agree that there is little left of the Portuguese nation. Perhaps its best hope would be to relocate to Brazil. I recall that at one time the Portuguese monarch did relocate to Brazil and the Empire was run from there in the earlier part of the 19th century. There might have been some members of the Portugese Royal family in Brazil at the time of the Fall. In addition there were some ex-confederates that resettled to Brazil after the Civil War when the Emperor of that country offered them land.
 
I was just thinking. How much damage would the tidal wave do to Panama, which at this point in time was part of Columbia? If it was powerful enough it just might have started to cut a path for the Panama Canal.
